Splinter Cell Blacklist Detention Facility can be attempted after Sam and Briggs successfully disarm all the bombs in Transit Yards.
The team finds out that Reza Nouri is held in Guantanamo Bay and that he is providing false Blacklist Intel to the CIA. In order to avoid a war with the wrong enemy, Sam comes with the idea of breaking in the prison to find out how Nouri is connected to Sadiq.
Given the location of Mission 8, it is logical that only the Dead Drop collectible is present, since the Blacklist Laptop and the HVT don’t make sense here.
However, the mission requires a non-lethal approach, hence it’s better to play it stealth in order to get the collectible safe.

When the mission starts you have to play along until you can control Sam (after the interrogation). Now that you can move freely, go through the building to reach the courtyard.
Trained snipers are overlooking the courtyard from their towers, so go in cover immediately. Move from cover to cover to advance in the left side of the courtyard (by now you should see the Dead Drop icon if you have the Paladin upgrades).
Climb the side of the tower with the sniper and use the pipe to reach the empty tower. Now, you can drop down to where the Splinter Cell Blacklist Dead Drop is, but not before scouting the area, or otherwise you have to backtrack all the way up risking to be detected.
